Ruling 1133

If a person says salām to a group of people and someone from among them who is performing prayers doubts whether the person who said salām intended to address him as well or not, he must not reply. The same applies, based on obligatory precaution, if he knows that he intended to address him as well but another person replied. However, if he knows that he intended to address him as well but another person does not reply, or he doubts whether he replied or not, he must reply to him.
