Ruling 2660

With regard to a person who is foolish with finances (safīh) – i.e. someone who spends his wealth on futile tasks – if, for example, he vows to give something to the poor (fuqarāʾ), it is not valid. The same applies to someone who has been proclaimed bankrupt (mufallas); therefore, if he vows to, for example, give something to the poor from his property over which he has been prohibited from having disposal, it is not valid.
