Is Zakat applicable on monthly savings

Q:

Assalam-o-Alikum wrt. wbt.

I am a student in Australia on scholarship. I receive monthly stipend of my scholarship from which i save some money. Now, my monthly savings have reached to the limit on which zakat is applicable. I would like to know that will the zakat be applicable on it keeping in mind these points, 1) i save certain amount every month so the whole year did not pass on my all savings. 2) i am saving money for my wedding this year.
And is it possible to give zakat money for the mosque construction?
if the zakat is given to our relatives, it is necessary to inform them that it is zakat money or no need?

I think you mean khums, according to Ayatollah Sistani Khums is on the surplus to annual expenses. If your income exceeds the annual expenses of yourself and your family, Khums (20%) should be paid from the excess. you must calculate 20% of your savings after a year and give it as khums. regarding your monthly saving, since the calculation of khums is annual your saving must be calculated annually not monthly. So 12 month after your first saving you should pay 20% of whatever you saved in the past year; otherwise you have to calculate and pay monthly based on your saving, but because of complexity and rule of calculation religion set yearly expenses.
according to Ayatollah sistani khums is due on any savings regardless of whether you are saving for a particular thing or not.
spending khums must be with permission from your marja. so you can not give it for mosque construction or to your relatives unless they are sayyed in need, which you can give half of the khums. (question 1, 3 in: https://www.sistani.org/english/qa/01234/)
