Why Selling cigarettes and dealing in tobacco not haram in an islamic country.

السلام علیکم
My Name is Mohib. I am from Pakistan. My Question is if cigarettes and smoking tobacco in general is Haram then why it is sold openly and in my country the government (islamic government) regulates and controls its prices. If its haram because its intoxicating then how come government allows its cultivation and its is sold openly. I’m very confused. Please help me understand it

thanks for your question

Firstly, it’s not In general Haram in all of maraaje’s opinion (there are different conditions at least).

Secondly, the government and law are different than Islam and jurisprudence, lots of Islamic laws are not executed in Islamic states (for example according to Islam if someone stole something -with some conditions- the punishment is to cut off his hands but for some reasons most of Islamic states doesn’t execute this ruling instead they put thieves is jail).
