Reciting Surah in salah

Q:

Assalm o alikum, my Q is that if a person is leading the salah, can he recite the surah(s) which are in the conclusion of the Holy Quran before the surah(s) in the beginning? E.g To recite surah Naas in the first rakah and then surah Lahab in the second?

yes it is permissible to do so.
according to shia fiqh in every rakah of salah a full surah must be recited after Sūrat al-Ḥamd, although according to some scholars there are some surahs that can not be recited alone in a rakah because they doesn’t count as a full surah hence they must be recited together (surah fil and quraish, surah ad-dhuha and al-sharh)
