Electing a Non-Muslim Ruler

Q:

Salam. I live in a muslim majority country, but a secular one. Every non-muslim could be a ruler here (president or governor) if he/she gets elected democratically. however, as a shia muslim who concerns about Islamic law or fatwas, living in a state like this, am I still obligated to stand for muslim candidates regardless, if their capability in governance isn’t as good as the non-muslim ones? And are there some exceptions according to Islam when non-muslim could be elected as a ruler by muslims?

Voting in national elections has been a point of controversy – however, the main opinion of the Maraje is that one should vote rather than abstain. One should vote for a candidate whose governance will be most beneficial.
