What are the necessary parts of performing wudhu ?



My question is that when a person wants to stay in wuzu all the time and when he intends to do wuzu just for the purpose of staying pure and not particularly for namaz, is the step of masaa obligatory to perform?

It will be ensured that before offering prayers, complete wuzu with all steps is performed. I just want to know about the requirements when we are not intending to offer prayers but just want to stay pure.

The necessary parts of performing wudhu as mentioned in the verse 5:6 are the two washes (face and both hands) as well as the two wipes (masah of the head and feet). This is even when the wudhu itself is simply to be in the state of tahaarat.
