Is it haram to open loot boxes in games where you are guaranteed to get something in return

Q:

In some online games, there are loot boxes which you can open with a key (cost $2.5). When you open a case, you will receive an item. You are guaranteed to receive an item. But you don’t know what you will get. Is it haram?

Is it haram to build a website that does this?

Thank you for your query.

If you pay for the box to the game producer and definitely receive something from it to be used in the game, then it is permissible. But if you buy it from other than game producer and if it is known to be against their laws then you are not allowed.

Regarding the website, if building the website and selling it is against the rules and regulations of the game producer, then it is impermissible.
