Fasting For Long Hours

Q:

I wanted to ask about the fasting in Ramadan. People living in scandenevian countrys where the day is 23hrs long, how are they supposed to follow the orthodox manner of observing a fast.

We act on that the Sahur time finishes when the first ray of sun light is evedent and the iftar time begins when the sunsets. So how people living in such countries follow this protocol? Following this protocol means a fast of 23 hrs which seems to be impractical. Secondly if this protocol is infallible then why aint it applicable all over the world?
