Countries who are involved in IMF loans and interest

Q:

Aoa I want to question about the government who takes loan from IMF and put taxes on there citizens as per IMF conditions. Now in Pakistan the interest rate is 21% which has been implemented by government it self. Now my question is those employees who works in government departments and are getting paid by government is it halal as the government itself is dealing with Riba (interest) as many fatwa are there for the bank employee as working in bank is haram as they deal with Riba. Does it fall on same on government who takes loans and pay interest on loans and all employees are paid from that money?

Governments have many ways to earn money and because you do not know that the money paid to you is from the Riba money taken from people, the salary for the employee is Halal.
