clarification regarding Talaq

Q:

My friend and his spouse are married for more than 5 years now. Initially in 6months after their marriage, they had a sever fight and the guy used the sentence “main tumhe talaq deta hun” in anger. He said it 1time only. After 4.5years they again had a severe fight and again in anger my friend said to her spouse “main tumhe talaq deta hun”. Will this be counted as 1 talaq (the recent one)or will it be 2 talaqs (1st in 6months and 2nd after 4.5 years). After first talaq they got normal and did rujo’o. They have 3kids. What does islam says in this condition. They are both are fiqh-e-hanfia. Can they still retain their marriage?or is it already over? If they can still retain their marriage then is there only 1 final (3rd talaq) left or they still have a relief that old 2 are not counted and they are still left with 3 more and not 1.

For a divorce to be correct, it has to have the following conditions:
1- You have to have two believing adults as your witness
2- The woman has to be clean of her menstrual period and also shouldn’t be pregnant
3- Proper Arabic words need to be uttered for the act to take place.
