Can my mother perform Umrah without a mahram?

Q:

My mother’s age is 50 years, She wants to perform Umrah but my father said that first he wants to get me married, so my father decided to send my mother with my fathers cousin’s son and his wife, firstly we got the information that the government of Pakistani and Saudi  have decided  that a women who is  45 years can perform umrah without a mahram so we submited the form for umrah than we got to know  that Islam does not permit a women without mahram to go for  umrah, When my father heared this he become ill because he is a sugar patient, so my question is due to these reasons can my mother perform umrah or no.

Thank you for your query.

This is due to the various Fatwas amongst Sunnis who believe that a woman cannot go for Haj without a Mahram.

According to Shias, the woman can go for Hajj without a mahram if she fulfills her duties and therefore, she must remain away from Haram.
